Mūsā had just killed a man. He made one sentence of tawbah. Allah forgave him immediately. The verse compresses entire libraries of theology into the gap between the request and the response.

قَالَ رَبِّ إِنِّى ظَلَمْتُ نَفْسِى فَٱغْفِرْ لِى فَغَفَرَ لَهُۥٓ ۚ إِنَّهُۥ هُوَ ٱلْغَفُورُ ٱلرَّحِيمُ
“He said: My Lord, indeed I have wronged my soul, so forgive me. And He forgave him. Indeed, He is the Forgiving, the Merciful.”

The story
Mūsā ʿalayhi al-salām, before his prophethood, intervened in a fight between an Israelite and an Egyptian. He struck the Egyptian, who died. Mūsā fled, knowing his act, even if defensive, was unintended manslaughter. He made this duʿāʾ. The verse seals: He forgave him. The episode opens the chain that leads to his prophethood. The forgiveness was complete enough to make him eligible for one of the greatest prophetic missions in history.
In the language
Rabbi innī ẓalamtu nafsī: My Lord, I have wronged my soul. Notice the framing: Mūsā does not say 'I have wronged You' or 'I have wronged a man.' He says 'I have wronged MY SOUL.' This is the prophetic confession: every sin is, ultimately, a self-attack. Fa-ghafara lah: and He forgave him. The fa- is the immediate response. No interrogation. No delay. The instant turnaround.
Why this verse
SEAL of the istighfār cluster. The cluster has built the theology (al-Wadūd, the rain, the speed, the beautiful life). The seal is the LIVED EXAMPLE: a prophet of Allah, having committed unintended manslaughter, making ONE SENTENCE of tawbah, and receiving instant forgiveness. The example is the proof. Tawbah works. The verse is the receipt.
Bring it into today
Day five. SEAL of the cluster. The cluster has opened the door (V309-312); the seal closes with the example. Tonight: speak Mūsā's exact words for your specific sin. Rabbi innī ẓalamtu nafsī fa-ghfir lī. The words have already been accepted once; speak them with belief that they will be accepted again.
A reflection to carry
There is a beautiful brevity in Mūsā's tawbah. He did not write an essay. He did not list excuses. He did not negotiate. He said three things compressed: I confess (ẓalamtu nafsī), I ask (fa-ghfir lī), and the implicit fourth: I trust Your acceptance. The verse rewards the brevity. The fa-ghafara lah comes IMMEDIATELY after the request. The believer who tries to write long, elegant tawbahs may be performing; the believer who says it short and means it is following Mūsā.

The dūʿāʾ of Mūsā in 28:16 has been a refuge of the prophets and the believers for centuries. Yūnus made a related one: lā ilāha illā anta subḥānaka innī kuntu min al-ẓālimīn (21:87). Ādam and Ḥawwāʾ made another: rabbanā ẓalamnā anfusanā wa in lam taghfir lanā wa tarḥamnā lanakūnanna mina al-khāsirīn (7:23). Yūsuf's brothers said: yā abānā staghfir lanā dhunūbanā (12:97). The prophets' confessions are short, direct, and immediately answered. The pattern is the believer's template. Tonight, identify your specific sin. Speak it short. Confess: I have wronged my soul. Ask: forgive me. Believe: He has done it. The verse 28:16's fa-ghafara lah is also for you when you make Mūsā's tawbah with sincerity. The receipt is permanent. The cluster has named al-Wadūd, the rain, the speed, the beauty, and now the example. Use it. Yā Allāh, by the tawbah of Mūsā You accepted in 28:16, accept ours. Forgive what we have done to our own souls. Send the same fa-ghafara lah upon us. Āmīn.
