Allah declares war on whoever shows enmity to a devoted servant of His, and then maps the road to becoming such a beloved servant: My servant draws near to Me with nothing more beloved to Me than the obligations I have placed on him; and he keeps drawing nearer with voluntary acts until I love him; and when I love him, I am his hearing, his sight, his hand, and his foot; if he asks Me I give him, and if he seeks refuge in Me I protect him.
Where this hadith comes from
This is a hadith qudsi: a saying in which the Prophet (peace be upon him) conveys the very words of Allah, words outside the Qur'an yet still revelation. Here Allah Himself declares, 'Whosoever shows enmity to someone devoted to Me, I shall be at war with him,' and then opens the road by which any servant may become beloved to Him.
It is narrated by Abu Hurayrah (ra) and recorded by al-Bukhari, where it is graded sahih (authentic). The same hadith appears in the Forty of Imam an-Nawawi (Hadith 38), which is why it is sometimes called 'the wali hadith.' Its concern is creed and the purification of the heart, not legal rulings.

'When I love him I am his hearing, his seeing, his hand, and his foot.' The scholars explain this as Allah's guidance and protection: He so directs the one He loves that his faculties move only toward what pleases Allah. And He seals it, 'were he to ask of Me, I would surely give him; were he to ask Me for refuge, I would surely grant it.' Sura Yunus names exactly these beloved servants and the security they are given.
Obligations first, then more
The road to Allah's love has a clear order. The most beloved way to draw near is the obligations, the prayers, the fasting, the duties He fixed. Only on that foundation do the voluntary acts build, the extra prayers and fasts and remembrance, each step closing the distance until Allah Himself says: I love him. Spiritual ambition that skips the obligations for impressive extras has misunderstood the map.
When Allah loves a servant
Then the summit: I am his hearing, his sight, his hand, his foot. The scholars explain that Allah so guides and protects the one He loves that his very faculties are directed toward what pleases Allah, he hears, sees, reaches for, and walks toward what Allah loves, and is held back from what He dislikes. And He seals it: ask Me, I will give; seek refuge, I will protect. To be loved by Allah is to live answered and shielded.

A du'a to carry
ٱهْدِنَا ٱلصِّرَٰطَ ٱلْمُسْتَقِيمَ صِرَٰطَ ٱلَّذِينَ أَنْعَمْتَ عَلَيْهِمْ
Ihdina as-sirata l-mustaqim, sirata lladhina an'amta 'alayhim
Guide us to the straight path, the path of those upon whom You have bestowed favor. (Al-Fatihah 1:6-7)
A du'a to draw near
Allah Himself drew the map to His love: keep the obligations as the dearest path, build on them with voluntary devotion, and keep walking until He says the words every heart longs to hear, 'I love him.'
O Allah, make us among Your beloved servants. Let us draw near through what You made obligatory and what we offer freely, until You love us and guide our every step. Guide us to the straight path. Ameen.
